L'armure Hellcat a été conceptualisée par Kory Lynn Hubbell et Andrew Thivyanathan, un gagnant d'une enchère de Child's Play qui visita les studios de 343 Industries. Thivyanathan introduisit l'idée d'une armure basée sur celles des anciens humains.[1][2]

Son numéro de concept pendant le développement du jeu était A084.
