Le lieutenant (Junior Grade) Bill Streeter était un membre de l'équipage du UNSC Remote Scanning Outpost Fermion (poste-frontière de scannérisation à distance).

Le Lieutenant-Streeter a été sous le commandement du Chief Petty Officer McRobb et travaillait conjointement avec le Lieutenant (J.G.) David Brightling. Il a été tué en 2552 après que la station ait été détruite par le Protocole Cole juste avant la bataille de Reach.
